Pavement outside 100 High Street

The property owner has made little, if any, effort recently to ensure the public can use the pavement alongside the property safely. In particular, there is a tree which has fallen to one side & now rests on the metal fencing and is necessitating adult pedestrians having to duck under it in order to progress. Last autumn-time, there were also brambles amongst the vegetation which could have damaged heads/faces/eyes. At that time, given that my wife & I regularly use the pavement whilst going to/from walks, I took it upon myself to cut off the offending stuff; but surely the property owner has a responsibility for ensuring proper maintenance to protect the public year round?
