Apparently you wrote to the householder at 29 Half Moon Lane asking them to cut back their tree but they have done nothing about it. You also said that it’s not the council's problem, when did the law change? My understanding is that any hedge, tree or anything that overhangs a property boundary then that is, by law, the council’s responsibility to fix the problem. Highways Act 1980 s154

Central Bedfordshire Council Highways
Our responses are templates, in this instance vegetation is not ours to maintain, the land owner is responsible for thier own vegetation not encroaching on to the public highway. As such it is not out responsibility to cut the vegetation back. We wrote to the resident who called and informed us work would be undertaken to clear the obstruction.
