Resident mounting kerb and rude to people

Sent to Central Bedfordshire Council less than a minute later. Council ref: 360923.

The house located here at the bottom of Brampton has paved his front garden to make it appear he has a driveway but has not had a dropped kerb put in. He constantly mounts the pavement to park on it and is v rude to people who are well within their rights to park on the road and block him in. Please can you write/speak to him to educate him that it isnt a driveway and people are entitled to park on the road as he does not have a dropped kerb. He has a driveway and garage to the rear of his property which he doesnt use!
