Smooth resurfaced road

Sent to Central Bedfordshire Council less than a minute later. Council ref: 361557.
The recently resurfaced Station rd/New Rd is I believe not to specification. The surface is a very smooth surface texture which as the photos show water lies on the surface 1hr after rain has stopped. I feel sure this would fail a sand patch test (if they are still done) . White lines have not been replaced and no warning signage of such is in place. Vehicles are now travelling twice as fast as before (due to the lack of pot holes) making this road surface a skid pan. Have skid tests and sand patch surface texture tests been carried out on this stretch of road ? Many thanks Eric Wiles.
