Illegal speed restriction hump/ditch

Resident 1,2 & 4 have dug out a speed hump on the gravel road it is a private road . Residents 1-6 are responsible for the area adjacent to their properties I own a field at the end of the road which I frequent daily , I legally have access at all times. The road in question is single lane part gravel to accommodate farm machinery if necessary. It is impossible to reach a speed limit of 20mph, therefore unlikely to exceed the speed limit . The road has no lights , nor are the humps illuminated in anyway , there is a sign stating ‘slow ramp’ some metres away , also not lit up. I believe the residents have not been given permission to carry out such changes nor are they safe if an emergency service vehicle was to needed . I don’t wish to get into a debate with them regarding any possible vehicle damage that may be caused .
