Some sort of communication box (see photos) has been damaged with exposed wires.

Sent to Central Bedfordshire Council less than a minute later. Council ref: 364433.
This has been like it for a long time and reported before but nothing had been done. It has no labels/markings to identify the owner. Could it be be harmful if wires are touched? It's located on the pavement outside number 96 Flitwick Rd.

Nothing has been done to fix it. The whole casing can be lifted off and is full of wires - I don't know if they can be harmful or not.
