Unnecessary lane closure causing HUGE queues

Sent to Central Bedfordshire Council less than a minute later. Council ref: 364681.

The road has been reduced to one lane working, for the sale of a trench which is only 12 inches into the highway. It's also filled in so looks complete! Here there's a 3 lane width road, could have simply coned one lane around the hole to avoid the idiocy of traffic lights. Its Saturday 11th, 245pm. The queue southbound starts by the council depot, just after the island with Leighton bypass. The queue northbound starts at Dunstable Council offices. People can't leave French's Avenue due to queues across the lights. All completely unnecessary.
