Defective “pothole” repair

Sent to Central Bedfordshire Council less than a minute later. Council ref: 371401.

Repair on Biggleswade Rd, east of entrance to farm, has broken up and send to show a gully pot below. The contractors seemed to have placed a plastic bag on the gully to avoid material entering the pot. Can the gully pot be repaired to support drainage on the road rather than just literally covering over the problem?
