Bins dumped along footpath, opp a crossing

There are a number of bins that do not correspond to house numbers dumped on Birds Hill. They reduce footpath width, made worse as they are opp a crossing exit/entry point. They are also causing more itmes to be dumped alongside and rubbish on the floor that I have picked up. Aside from this there is now a shopping trolley dumped there which is slowly being filled with random items. These bins have been there for a long time and I have moved and swept behind them in several occasions as itmes get trapped/blown behind them. They are marked as 5 and 44, there are 2 black bins and 2 recycling bins. No house numbers match in the vicinity and they are never moved. They do however get filled with incorrect items probably by passers by. Can they and the trolley be collected please.
