Over grown tree. Growing over the garden fence of number 12 Mowbray Crescent, Stotfold. Tree is located at the side of number 12 . Address is located at the corner of Mowbray Crescent. Resident also concerned about the roots of the tree damaging his property

Resident called in agin
Tree is affecting his the foundation of his proprty.
It hangs over his garden and pidgeons creatin a mess aoolover his garden.
Tree is so big, it covers any light into his garden.

If a CBC is affecting the foundations of a property, we won't touch the tree unless we receive the following, as removing/pruning a tree without proper investigations into the roots can cause further subsidence issues to the property as the water table is affected. We require the following as per our CBC Tree Policy:
Tree related subsidence occurs when a tree or trees removes water from a shrinkable clay soil; causing the soil to contract and can result in structural damage to properties. The Highways Department does not accept, as a matter of course, that tree related subsidence is the cause of structural damage to property. Evidence is required to support any claim.
All claims of subsidence relating to highway-maintained trees are administered by the Councils Insurance Team. Cases of subsidence are often complex and require a broad range of information to be considered adequately as such. The Council requires the following information to investigate a claim of subsidence:
? Description of type of damage
? Indication of seasonal movement
? Levels and distortion survey
? Visual evidence of damage
? Depth of foundations demonstrated from excavated trial holes
? Analysis of soil type under foundation
? Presence and identification of tree rootsPlease note also that we won't prune trees for nuisance issues such as bird mess, sap, or loss of light into property.

The customer is quite concerned that this complaint has been closed. Although it is not causing any subsidiance to his house now, he does not want it happening in the future. However, his complains that the tree cuts out the light into his property, birds sitting on his brances causing bird droppings allover his grandchildren as this happens quite frequently. The customer would appreciate it if the inspectors could call and speak to him so he can explain how this tree affects him and his family.

Unfortunately CBC can't act on cases of potential subsidence. We'll only action/remove trees if we are instructed by Insurers who have carried out in depth investigations into the roots, as it can potentially be dangerous to remove trees & alter the water requirements of the ground without prior investigation.
As per our Policy CBC also will not prune trees for general nuisance, including loss of light, bird droppings, sap etc. Each case will be assessed on an individual basis.
The tree itself admittedly is large and would ideally be pruned/pollarded. An inspection is due over the coming weeks from an inspector who will determine whether maintenance is needed based on the size relative to the location.

Resident would like this to be investigated again as he is having a problem- with bird droppings in his garden and on his grandchildre in the garden. He is concerned that his grandkids might be affecyed with the amount of dirt that the birds create

I've added this tree onto a schedule to be re-reduced to previous points, as per the pruning it received in 2016. At current I can't commit to a date for the works but will update the report when I have a date.
