Wheelie bin on pavement for well over a month

Sent to Central Bedfordshire Council less than a minute later. Council ref: 380803.
There has been a garden waste wheelie bin on the pavement for over a month which is cuase obstruction to pedestrians and cyclists. Doesn't appear to belong to any of the surrounding houses.
