Obstruction on the pavement!!!

This car has been here over a week, 2 cars. Parked three quarter on the pavement, obstructing and blocking. Plus the street is under yellow lines restrictions. He's there over a week please help!!! Northfields Rd (corner street with Houghton Rd)
