Path has raised during cold weather

The path outside our house (3 Englands avenue) has raised itself during the cold weather spell. It's now a trip hazard for pedestrians. Buggies and wheelchairs will get caught on it. Also is on our access from our house so the car could scrape on it due to the angle.
