Footpath breaking up

The dropped path at the end of my driveway is breaking up. The current freezing weather has caused heave which is a danger to pedestrians. The surface is cracked, allowing rain water to penetrate the footpath foundations, getting worse each time I drive over it. The problem has been getting worse over months and years
