A new tree leaning

Sent to Central Bedfordshire Council less than a minute later. Council ref: 401735.
This tree was planted a couple of years ago, was staked and given a water bag. I noticed that the tree was leaning but had not reported it. Clearly somebody has, because this morning around 8:30 am two contractors from O'Connor arrived. They looked at the tree, one gave it a push, photographed it and drove off. Clearly they gave no thought as to why it was leaning (prevailing wind?) and made no attempt to adjust/tighten the support. It MAY stay like that but . . . . .

Thank you for your Highways report and the concern for our new trees. I am happy that our contractors didn't right the lean, I inspected it in January and am content and trust that the tree will deal with it itself with its own reactive growth through positive phototropism. The lower trunk was planted evenly.
