Tree at end of my garden overhanging

Sent to Central Bedfordshire Council less than a minute later. Council ref: 413314.
The tree was cutback two years ago and since then has significantly grown in size, which has meant the overhanging branches are both blocking light along with depositing a large amount of leaves into my garden (tree is not on my land). Also, during the storms a few months ago the tree in general rather worryingly, was moving a lot more than it had been before the cutback. At best it needs to be pollarded to safeguard the properties near should it come down if there are significant winds/storms again.

The tree is situated at the end of Horsler Close in Barton le Clay. It sits on the other side of an alleyway between my property and the top of Horsler. As you can clearly see, the leaves coming off the tree have completely covered my garden, confirming the fact it is overhanging precariously over my property. The problem with the potential collapse of the tree apart, I am having to employ someone to clear all the leaves! Who should I direct that bill too, or should I just throw them over my fence into the alleyway causing a hazard for all that use it! Your urgent attention and reply is awaited. Thank you. Further to a site visit this morning this is a privatly owned tree and therefore maintenance is the responsibility of the landowner.
