Parking Fully on Pavement Outside Shops on Double Yellow Lines

Sent to Central Bedfordshire Council less than a minute later. Council ref: 415290.

People are repeatedly parking fully on the pavement outside the shops. It is double yellow lines here for a reason and today 3 different cars were nearly completely blocking access of pedestrians. It's so dangerous, especially when they try and pull out. It's not the first time this has happened. Is there anything that can be done to stop people parking here because clearly they think double yellows lines don't apply if you're completely on the pavement.
