Footpath in front of 6 Chiltern Close

The footpath has been relayed in front of my property, and more recently the road in front of this, quite a lot of debris has been left in the flower bed from the most recent works in the road loose bricks etc., I have a whole wheelbarrow of tarmac mixed in soil from the relaying of the path which got poured into the flower bed which I have dug out, the relaying of the footpath from the gas pipe upgrades has been really poorly done as per attached photos, there is now an exposed cable running across the path which was originally buried in the tarmac, there was no edging put in so the tarmac was just poured into my flower bed, which I've had to dig out and is currently in a ton bag on my driveway, this has been like this since the gas pipe upgrades and has been made worse by the most recent road excavation due to electrical issue. I'm really unhappy with how this has been left.
