Traffic sign on bollard at build-out

Sent to Central Bedfordshire Council less than a minute later. Council ref: 419418.

The traffic sign on the bollard is to Diagram 610, TSRGD 2016. It requires vehicles to pass to its right except where the vehicle is being used for the purposes of: (a)fire and rescue authority; (b)Scottish Fire and Rescue Service; (c)ambulance; (d)blood service; (e)providing a response to an emergency at the request of an NHS ambulance service; (f)bomb or explosive disposal; (g)special forces (h)police; and (i)National Crime Agency. and (a) the observance of the requirement to comply with the arrow would be likely to hinder the use of the vehicle for that purpose. (b) proceeding beyond the sign would not be likely to endanger any person.

It follows that, while the specified road users could pass to the left of the bollard, cyclists commit a moving traffic offence in so doing.

Traffic Advisory Leaflet 3/13 [https://assets.publishing.service.gov.uk/ media/ 5a7c0650e5274a7202e19128/ traffic-bollards-low-level.pdf] makes precisely this point on page 11. As the TAL puts it:

"Where a traffic island is used to create a cycle gap, it is never appropriate to use a keep left/right sign on the island.

"The keep right sign in Figure 15 essentially prohibits cyclists from using the cycle gap and a plain traffic bollard would have been more appropriate."

Please correct this and the many other bollards in Central Bedfordshire.
