Outside 58 manor park (grass area) - tree stump in grass

Dear Sirs,
I have recently been notified that the Council has apparently 'inspected' the area, but were unable to find the issue.
This is deeply dissatisfying. there has not been any inspection carried out by the Council. I have provided photo's in my previous two reports and detailed descriptions of where the issue arises. Nonetheless, the council have decided not to action this or falsely state that an inspection was carried out.
I have again reattached the photo's with an additional photo, highlighting (blue circle) of the exact area.
To confirm, the problem area is the green grass patch outside of 58 Manor Park. there was a tree here many many years ago as established through searches. the three stump was not correctly removed by the council and therefore the stump still exists, rotting and growing - making this area increasingly dangerous for myself, my young family and any vehicles that cross this area. I do not wish for there to be any serious injury or harm and therefore I have spent the last two years back and foraward with the council but unfortunately have not have any success. it seems the council does not care about the possible danger's.
I have confirmed by way of my land reigstry plan and searches that this area is indeed a council owned and the responsiblity is with the council to maintain this area. I therefore, request and urge the council to action this as a priority.
I do not know what else to do to action this. I have written to the local MP, the mayor, the council on multiple occasions but i have not had any success. I am a resident of this council., I pay may council tax and contribute also but at what costs? the council does not seem to care or has failed to provide the necessary duty of care.
I therefore request once more, please action this. This has gone on far too long. please help.
