Qualifying single yellow sign for parking restricted hours being invalidated by unauthorised use of traffic cone

Sent to Central Bedfordshire Council less than a minute later. Council ref: 423065.
For months now a resident has been put out a traffic cone to “reserve” part of the pavement for them to have additional room to manoeuvre their car out of the carpark behind the flats in between 73 & 79 Princes Street Dunstable. The person could cause an accident to pedestrians cyclists or cars that are parking on the single yellow line in permitted hours. I do not believe the traffic cone owner has any authority to ignore the sign & make this risk to others.
