Unsafe zebra crossing

Sent to Central Bedfordshire Council less than a minute later. Council ref: 424941.
The zebra crossing on Sun Street Biggleswade is consistently “not seen” by road users on the approach.
I have had a number of near misses on the crossing when pushing my son in his pram, with vehicles reacting extremely late, or not at all.
I suspect this is largely due to the signage for the one way system that is immediately before/ after the crossing distracting drivers from what is directly in front of them.
To make this issue worse, the attached vehicle is parking on the hatchings on a daily basis, I assume a resident of one of the houses, making the crossing even more dangerous.
My questions are: 1. Can the signage at the crossing be reviewed and enhanced before someone gets hurt? 2. Can you undertake some enforcement activity around this vehicle to dissuade it from parking in such a dangerous place?
