Bin stores at Block A,B,C

Sent to Central Bedfordshire Council less than a minute later. Council ref: 427006.

There has been animal waste been put into the bins without it being put into a bag and the bins are starting to smell. Is it possible to arrange for the bins to be cleaned once emptied?
