Because you refuse to clear the ditch despite it being your responsibility. The road trains which run under the road to the ditch are permanently blocked. Every time we get heavy rain it floods down the driveways and into the gardens. Has occasionally gone high enough to get to front doors. Not acceptable since you've promised to clear it for the last 3 years but keep making excuses. Maybe we'll all start making damages claims on you.

We plan to inspect the site during the next instance of significant rainfall, to allow a full inspection to be carried out
a sudden and heavy downpour can cause flooding especially if the road is in a low-lying area, this generally clears away over a matter of hours.
Many thanks,

After inspecting the reported issue, our officers have determined that this doesn't currently qualify as a priority for repair. We will continue to monitor the defect during future inspections and carry out works should it meet our intervention levels in future.
With over 1,400km of road to maintain across Central Bedfordshire, we have to prioritise the work we do as detailed in our Network Maintenance Management Plan (NMMP), which can be viewed on the following page of our website https://www.centralbedfordshire.gov.uk/ info/ 55/ transport_roads_and_parking/ 592/ roads_strategies
