I carried out a site visit a couple of weeks ago and met with the people who were working in the field for the landowner. A dog was loose but was brought under control immediately when they saw me enter the field. They will be fencing off the footpath from the remainder of the field, as the landowner is experiences issues with dogs accompanying people on the footpath running loose across the field on private property. The public should not be letting their dogs run loose, they should be walking on the public footpath under "close control". If a dog cannot be kept under close control on a public right of way, it should be on a lead. I am satisfied that until the fencing is put up, the dogs that are loose in the field with the permission of the owner, are not causing an issue due to them being recalled and not allowed to cause a nuisance to the public.
