Dear Highways Team,

I am writing regarding the street lighting column marked number 25, positioned outside 145 Cemetery Road, Houghton Regis, LU5 5DF.

This lamp column is currently located in the centre of an existing dropped kerb, which provides access to my land. The presence of the dropped kerb clearly indicates that this frontage has historically been used for vehicular access.

Central Bedfordshire Council have already confirmed that the land in question belongs to me under HM Land Registry Title BD97836, and that their earlier maintenance mapping was not an ownership record. In light of this confirmation, the siting of the lamp column directly across the dropped kerb appears to be an error in installation, as it blocks lawful access to my property.

I would be grateful if Highways could:

1. Investigate the installation history of this lamp column, including when it was placed in its current location and why it was sited directly across a dropped kerb.

2. Confirm whether the council accepts that this location obstructs a legitimate vehicle access.

3. Advise what steps will now be taken to rectify the obstruction.

I am keen to resolve this matter constructively, and I trust that the council will ensure the lamp column is repositioned appropriately so that my dropped kerb can be used safely and as intended.

Please acknowledge receipt of this enquiry, and let me know the timescale for a full investigation and response.

    Further to previous correspondence and discussions regarding the street lighting column outside 145 Cemetery Road (column no. 25), I wanted to bring an urgent issue to your attention.

    I was informed that the existing lamp column, which was positioned directly across my dropped kerb access, would be moved and replaced to resolve the obstruction. However, while the old column has recently been replaced, it has been installed in exactly the same position — meaning my access remains blocked.

    As you know, Central Bedfordshire Council previously confirmed that:

    The land and access at 145 Cemetery Road are within my registered title (HM Land Registry Title BD97836).

    The lamp column was recognised as an obstruction to this existing dropped kerb access.

    Could you please confirm:

    Why the column was replaced in its existing location rather than being relocated as agreed; and

    What steps will now be taken to rectify the obstruction and reinstate clear access to my dropped kerb as originally intended.

    I have photographic evidence showing both the old and new column locations and am happy to provide this if required.

    Please treat this as a formal request for investigation and resolution under the council’s duties to maintain safe, unobstructed vehicular access to lawful crossings.

  • emailo to streetlighting team as customer has called that lamp-post has been replaced but not moved and was agreed he could not access his own land with council sdo the lamp-post woulod be put inh a different place so he can access but it has gone in exact same spot, emailed team and asked they call the customer, mobile and email given

The hedged area forms part of my registered land (HM Land Registry Title BD97836) and was historically used for off-street parking.

    As the hedge is due to be removed and the existing parking space reinstated, the lamp column will need to be relocated clear of this access to allow safe and lawful use of the dropped kerb.

    Given that this issue has been ongoing and we are now exceeding the timescales previously discussed, I would be grateful if you could please provide an updated timescale for the relocation works so that I can plan accordingly.
