Road in cul de sac of Straw Plait Way

My neighbor has decided to use paint to paint a huge heart with an initial J inside along with the word LOVE and wet paint! He has used emulsion paint. The man has mental health. He has been behaving irrationally for years. He is aggressive if we try and challenge him. The paint has been affecting people in the close and animals. My dog and other dogs have walked in the paint and then brought it into the house, causing damage to flooring and carpets. This is obviously not healthy for our pets. This has been reported to the police and the mental health team. Police have advised that they have reported it to the council. They have said that the council can remove this graffiti. Please advise me what action you are able to take.
