It is engine and car part waste with oil embedded within the car communal area. The perpetrator lives at No 37 Tennyson Avenue Houghton Regis who is treating this area as his car repair business. Cars coming to him especially at weekends becoming a nuisance and affecting other residents who have a garage in the area.
