For the last 5 years, to my knowledge, these drains have blocked as soon as we have heavy rainy for a short time. I myself have been soaked by motorists driving through the standing water and have seen others suffer the same problems. There was some work done in this area last year but it hasn't improved the flooding.

Update on your report:
We plan to inspect the site during the next instance of significant rainfall, to allow a full assessment of the issue before any decision is made.
Even when a gully is clean and well maintained it will only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low-lying area, this generally clears away over a matter of hours.
Many thanks,
