Ref 435526 Honestly, what does it take to get you to actually fix this? What is the timescale for your 'long term' works? If you provided a more useful response, public may accept the feedback rather than report the same defect over and over. Your existing responses would be considered as negligent should an accident occur and the council get taken to court for it.
