Area between Kings Court and Duchess Court

There is a large area of trees and overgrown vegetation between these two blocks of flats. Being the director of Duchess Court I had put a request in for our gardeners to cut back the trees and overgrown weeds and dead branches as pedestrians are being hit in the face with the branches, but I was told that it is not our land and likely belongs to the council. These trees are hugely overgrown and I can’t remember them ever being maintained and I have lived here for 10 years. They are also now so high that they now block my sun where I used to get the sunshine in my garden for 6 hours I am now fully shaded after merely one hour of sunshine, it’s not good for my health or for the plants in my garden that need sunshine in order to grow. Please can these be heavily pruned and then regularly maintained at least every 3 or so years.
