The block of flats at the evry top of Plaiters Way I think it's no.s 64 to 70

One or more of my neighbours, living my block of flats, which are mostly, if not, all owned by a housing association through the councel's social housing scheme, are dumping Rubbish in this nook on the outside wall of MY flat & they're also throwing non-food waste in the food waste bin that had appeared there, after I was staying at my mother's house for a few days because my dad died earlier this year & she feels very lonely, without him & is still grieving. The food waste bin was already full of non-food waste because it was at another time I was staying at my mother's to keep her company. No one had a food waste bin before I left to go to my mum's on that occasion but was there when I came back. This has happened many times & they also put normal waste in MY recycling bin & hazardous waste because there was once a nappy, filled with feces, which had been rubbed along one of the handles on my recycling bin. I believe I have more pictures to show as evidence of some of these occurrences. I'm just worried that council will think it's my rubbish because it's against my flat & no one on the other side of the driveway has a reason to come over to my flat to dump waste, unless they're intentionally trying to frame me for dumping it (I'm the only ground floor flat on that side of the driveway. I think someone may have moved in above me but this has been going on a while & so I doubt it's anyone new but perhaps there's more than one doing it. Some of the junk is a child's toy for sitting & riding on with wheels. I don't have a child & I have both a normal refuse bin & a recycling bin & I don't generate enough in waste to need to use someone else's & I definitely wouldn't put the wrong stuff in the food waste bin & I have just learnt from my Landlord that they asked the council to supply us a communal one but, as I mentioned, the first time I saw the food bin was when my mum drove me back to my flat, after a previous visit to stay at her house for about two weeks. I was never told it was communal & this means because they are putting non-food waste in it, it prevents me from using it & definitely makes me think someone is trying to frame me because he got into an arguement with my mum because I used to put my bins in that nook & she moved his bin from my spot, which he doesn't need because he could place it near his flat & he wouldn't have walk all the way over my side to put waste in his bin. So basically, my mum thought she was doing him a favour by putting it where we used to put them ready for the bin collection, the next day but he saw her & started shouting at her & being abusive toward her. My Landord has a had reputation for not doing things when they should or they don't do things properly so I wanted to make sure the information she gave you was correct & not ambiguous as to who is doing this. I'm the only one with proof of it so, if you need more evidence to show it's an ongoing issue & has been for roughly two years. I wouldn't be surprised if my Landlord hasn't specifically told you who is fly tipping but did mention it was near my flat to be suggestive & stear the eyes towards me. This was happening whilst I've not been there & so couldn't be the culprit & my mother can vouch for me. As I've mentioned, the first time I saw the food waste bin, it was a surprise to me because I'd been at my mum's house for just over two weeks & I had no idea we were going to get one. It's also interesting that Ive just found out that everyone else in the block each got a small food waste bin, except me. They know how many flats there are, why was I never given one. The representativefor my landlord is under the impression everyone was given one. If that was the case, why did they decide to get a big communal one. In fact, she referenced everyone getting the small ones as a reason to give us a communal one, instead. Why, when we all, apart from me but she doesn't know that fact, already had our own ones did my Landlord think we would need a communal one? I certainly would want a communal one because I know the stuff some of the tenants put in it (cat litter with lots of cat feces, a hairball beer cans [I don't drink alcohol], fast food bags & that's just on the top layer!) These are in the photos of the food waste bin (the cat litter has spilt over the rim of the bin & all over the floor with some cat feces [I don't own a cat so can't have put the cat litter & feces in])
